Most brand protection programs are still measured on what they remove rather than what they protect. The teams pulling ahead are reframing the work as a market campaign — picking the abuse that actually erodes revenue, attacking it at the source, and reporting outcomes a CFO would recognise.

Why reactive programs hit a ceiling

Reactive enforcement is necessary, but on its own it tends to plateau. A team that only counts removed listings is measuring effort, not outcome, and the queue never gets shorter because the underlying supply keeps regenerating. New marketplaces, new social surfaces, and AI-generated storefronts all replenish the long tail faster than any takedown engine can drain it.

There is also a budget problem. Reactive teams pitch themselves as a cost centre — more headcount to keep up with more abuse — and lose every comparison against revenue-generating functions. Until the program reports prevented losses, recovered conversions, or protected margin, finance has no reason to fund it past the bare minimum, and the team is stuck negotiating against its own KPIs every planning cycle.

What an offensive posture actually means

An offensive program starts with a market view rather than a queue. Before any takedown is filed, the team maps where infringement concentrates: which SKUs, which platforms, which regions, which seller clusters, which advertising surfaces. The output is a heat map of economic harm, not an alert feed, and it gets refreshed monthly.

From that map, enforcement becomes a small set of campaigns with a defined target and a defined exit criterion. One campaign might attack a specific marketplace seller cluster behind 40% of counterfeit volume on a flagship product. Another might attack the registrar feeding a phishing wave. Each campaign owns a number — units recovered, traffic redirected, search impressions cleared — and lives or dies by it.

Offence also means going upstream. Where reactive work hits the listing, offensive work hits the supplier directory, the gateway, the fulfilment hub, the ad network, or the affiliate program funding the abuse. Pulling one thread at the source can collapse hundreds of downstream listings without ever filing them individually, which is the only way the math eventually beats the volume curve.

A working framework in five moves

Most teams that have made this transition follow a similar shape. It is not a maturity model so much as a sequence of decisions that have to be made in order, because each one unlocks the next. The framework is intentionally simple — you can write it on a single page and revisit it every quarter.

The five moves: define the protected revenue surface (which products, regions, and channels matter most this year); instrument the abuse so harm can be quantified, not just counted; choose three to five offensive campaigns per quarter against the highest-harm targets; pair each campaign with a measurement plan signed off by finance; review and retire campaigns ruthlessly when the marginal impact drops below an agreed threshold.

The discipline is in the retirement step. Reactive programs accumulate playbooks indefinitely because nothing is ever obviously safe to stop. Offensive programs run a portfolio, and a portfolio requires you to kill what is not earning its keep so the next campaign can be funded.

Picking the right targets

Targeting is where most programs lose the thread. The instinct is to chase whatever is loudest — the executive complaint, the legal escalation, the viral counterfeit on social media — but loud is rarely the same as expensive. A useful filter is to score every potential campaign on three axes: economic harm, attack surface (how concentrated the bad actors are), and policy leverage (how much help you can pull from platforms, registrars, payment providers, or law enforcement).

Composite example: a global apparel brand that ran this scoring exercise found that 12 seller clusters were responsible for roughly 58% of counterfeit search impressions on its top 50 SKUs across two large marketplaces. Concentrating two quarters of enforcement on those clusters — instead of the prior listing-by-listing approach — cut counterfeit search impressions on that SKU set by just over half and freed enough team capacity to open a second campaign against an upstream payment processor.

Metrics finance will accept

Volume metrics belong in the operations dashboard, not the board pack. The board pack should report the things finance already understands: protected revenue, recovered conversions, reduced customer-service load from counterfeit complaints, and the cost per dollar of protected revenue. If the program cannot articulate those, it is not yet operating offensively — it is still in the takedown business with extra steps.

Two derived metrics tend to do the heavy lifting in quarterly reviews. The first is dilution rate: the share of branded search results, on a defined set of queries and regions, that lead to legitimate destinations. The second is time-to-suppress: the median hours from first detection of a high-harm listing to its removal, weighted by economic harm rather than count. Both are auditable, both move with real work, and both translate cleanly into language a CFO can defend.

The operating cadence behind the shift

Strategy without cadence drifts. Programs that sustain an offensive posture run a tight rhythm: a weekly campaign stand-up where each campaign owner reports against its number; a monthly harm-map refresh that re-scores targets; a quarterly portfolio review with legal, marketing, and finance where campaigns are renewed, retired, or replaced. Anything that survives this rhythm has earned its budget; anything that does not survive frees capacity for the next bet.

Two cultural shifts make the cadence stick. First, the team stops apologising for retiring a playbook — a retired campaign is a sign the program is healthy, not a failure. Second, enforcement owners are recruited and reviewed like product managers: judged on outcomes against a target, not on hours logged or notices filed. That single change in how performance is evaluated tends to do more for program effectiveness than any tool purchase.

Defense keeps the queue moving; offence changes the slope of the curve. The programs winning in 2026 will be the ones whose quarterly review reads like a product roadmap, not a takedown ledger.
